Minnesota voters who contributed gifts of money to candidates for state
office or to a state political party may be able to apply for a refund of all or a portion of contributions made during the calendar year. The maximum refund is $50 for an individual and $100 for a married couple.
You may file for your refund no sooner than January 1 of the year in which you made the contribution, but no later than April 15 of the following year. To apply for your refund, you need two items:
(1) your PCR receipt (Form EP-3), which will be issued to you by the Shilepsky campaign
committee when your contribution is received, and (2) your Political Contribution
Refund Application, a one-page form that we will send you with your PCR receipt.
Simply complete the form, attach your PCR receipt and send it to the Minnesota Department of Revenue
(address is on the form). You will receive your PCR refund check in three to six weeks (longer
during the January - April tax season).
To be eligible for the refund, you must be a registered voter in Minnesota or, if you are not a registered
voter, you must: (a) be a United States citizen, (b) be age 18 or more, and (c) have lived
in Minnesota at least 20 days immediately before any 1998 statewide or local election in
which you would be eligible to vote if you were registered.
However, regardless of whether or not you are a registered voter, you are not eligible for the refund if:
(a) you are under guardianship of the person, or
(b) you have been found by a court to be legally incompetent to vote, or
(c) you have been convicted of a felony and your civil rights have not been restored.
Individuals or married couples may file only one PCR return for contributions made in 1998, even if they contributed to more than one candidate or party.
If you made multiple contributions to multiple candidates or parties, you can still receive your refund, up to the annual limit. Each eligible candidate or party you make a contribution to will issue you a PCR receipt for the amount of your contribution. You may only apply for a refund once a year, so be sure to include all of your PCR receipts with the one application you submit.
